Norway opens inquiry into bank competition

Norway’s Competition Regulator Initiates Review of Banking Industry

Norway’s competition regulator has launched a review of the competition within the country’s banking industry. This step paves the way for a potential comprehensive market investigation in the future. The main objective of this exercise is to evaluate how rivalry works between banks, focusing specifically on deposit products and home loans which have a significant impact on household finances.

Implications of Effective Competition

The authority noted that more effective competition could lead to lower mortgage interest rates, higher deposit rates, and lower fees. Even relatively small shifts in interest rates can result in savings of several thousand NOK per year for individual households. Therefore, the review aims to identify and evaluate factors that could influence these competitive conditions.

Data Gathering and Potential Market Investigation

In order to thoroughly examine the competitive landscape, the regulator will gather information from banks and other parties with detailed knowledge of the market. If this exercise uncovers signs that competition is substantially limited, the authority may instigate a formal market investigation. The regulator would then be able to introduce measures designed to strengthen competition. Such actions have yielded clear gains for consumers in other countries, according to the regulator.

Next Steps in the Review

The authority has already begun collecting information on the banking market, and 14 banks have been selected to submit the required material. Director General of Competition Mads Magnussen said, “The power to carry out market investigations was introduced last year and is intended to address competition problems that do not stem from infringements of the Competition Act. The sector inquiry will provide us with solid and up-to-date knowledge of the banking market, enabling us to assess whether there are grounds to move forward with a market investigation.”

This initiative by the Norwegian Competition Authority signifies a proactive approach to maintaining healthy competition in the banking sector, ensuring fair practices and securing the best possible outcomes for consumers. The results of this review will be eagerly awaited by all stakeholders in the banking industry, from financial institutions to everyday consumers.
